Seoul, South Korea CNN —China’s newest, largest and most-advanced aircraft carrier, the Fujian, took a big step to joining the world’s largest naval fleet on Wednesday as it set out from Shanghai for its first sea trials. “The sea trials will primarily test the reliability and stability of the aircraft carrier’s propulsion and electrical systems,” read an announcement from the state-run Xinhua news agency on Wednesday. The warship was launched in 2022 and has “completed its mooring trials, outfitting work and equipment adjustments” working up to the latest sea trials, Xinhua said. Seoul, South Korea CNN —North Korea claims it tested a new nuclear weapons command-and-control system Monday, with the firing of projectiles carrying simulated nuclear warheads from multiple rocket launcher units. North Korea has tested both the rocket launcher system and a simulated nuclear counterstrike before, according to analysts, but KCNA said Monday’s exercise was the first time the “Haekbangashoe” – or nuclear trigger – command-and-control system was used, demonstrating what it claimed was an ability to switch rocket launchers from conventional to nuclear weapons. Though the regime’s true capabilities have not been independently verified, a 2017 report from the US Defense Intelligence Agency concluded North Korea had likely achieved its key goal of miniaturization. Images supplied by North Korea Monday showed four rockets being launched, with KCNA saying they hit targets on an island 352 kilometers (218 miles) away. The US-South Korea exercise has “incited extreme war fever” and cannot be classified as defense or deterrence, the KCNA report said.

Seoul, South Korea CNN —A record number of Russians are seeking asylum in South Korea, according to South Korean authorities, with applications surging fivefold last year as Russians became the largest group seeking refuge in the East Asian country. A total of 5,750 Russian nationals sought asylum in South Korea in 2023, according to a report released earlier this month by the Korean Immigration Service. That’s five times higher than the 1,038 who sought protection in 2022 – and more than the total number of asylum applications from Russians recorded between 1994 and 2019. And the trend has continued into this year, with Russians making up the biggest group seeking asylum in January. In the past three decades, just 4,052 people have been recognized as refugees in South Korea from more than 103,000 asylum applications, according to the report.

Refugees fleeing North Korea often make the perilous journey across the border into China, before attempting to reach South Korea. China, a close ally of Pyongyang, doesn’t consider North Korean defectors refugees, instead seeing them as illegal economic migrants. Under a border agreement with North Korea, it forcibly deports them. Once returned to North Korea, defectors face possible torture, sexual violence, hard labor, imprisonment in political or re-education camps, or even execution by the state, according to activists.

The Russian-made car for Kim’s personal use was delivered Sunday by a Russian delegation, the state-run Korean Central News Agency (KCNA) reported. Seoul, South Korea CNN —Three former police officers were sentenced in a Seoul court on Wednesday for destroying evidence related to the deadly Halloween crowd crush in the city’s Itaewon neighborhood in 2022. They are the first officers to be convicted of crimes related to the crowd crush, in which nearly 160 people were killed. The court document said Park ordered his officers to delete police reports warning of crowd-related incidents and raising public safety concerns ahead of the Halloween celebrations in 2022 shortly after the Itaewon crowd crush occurred. One of the deleted police reports stated a need for measures to prevent male police officers from hitting on women during Halloween. Most of those killed in the October 29 crush were young adults and teenagers, who were among tens of thousands of partygoers who poured into Seoul’s Itaewon district to celebrate Halloween.

Seoul, South Korea CNN —A United States Air Force F-16 fighter jet crashed after suffering an in-flight emergency off the coast of South Korea Wednesday, in the third crash of one of the US military’s Korea-based warplanes in less than a year. The pilot, assigned to the 8th Fighter Wing, ejected safely and was recovered about 50 minutes after the crash, the Air Force statement said. Wednesday’s crash was the third of a South Korea-based F-16 in less than a year, though there are no indications they are related. South Korean police on Monday confirmed that Kim Kwang-ho, head of the Seoul Metropolitan Police Agency (SMPA), had been indicted in connection with the tragedy – the most senior police officer charged over the incident. Seoul, South Korea CNN —Russian President Vladimir Putin plans to visit Kim Jong Un soon, North Korean state media reported Sunday, the latest sign of increasing cooperation between the two authoritarian leaders as war rages in Ukraine and military tensions increase in East Asia. Putin thanked Kim for an invitation to visit Pyongyang and pledged to go there “at an early date,” the report from the Korean Central News Agency (KCNA) said. Kremlin spokesperson Dmitry Peskov said the dates for Putin’s visit to North Korea were still being discussed through diplomatic channels and would be announced later, Russian state-run news agency TASS reported. During that visit, Kim praised Russia for standing up to “hegemonic forces” with its war in Ukraine, while Putin signaled a willingness to assist North Korea in developing its space and satellite programs. According to the US Defense Department, Russia has twice in the past month fired North Korean-made missiles at targets in Ukraine.
